In 2006, the Government of Ontario passed into legislation the Transparent Drug System for Patients Act (TDSPA), which brought about major changes to the province’s prescription drug system.  Changes include onerous new reporting, service and inventory requirements, stipulating how pharmacists can spend their professional allowances, and the reduction of rebates which pharmacies use to cover operating and service delivery costs, to name just a few.

While these sweeping changes have affected the bottom-line of pharmacy operators across Ontario, they have hit independent pharmacists particularly hard, with many having difficulty simply making ends meet.
